A boy is dismayed to find complete cloud cover and no visibility on his class trip to the Empire State Building. To his surprise, a friendly cloud takes him to Sector 7, a fantastical cloud factory in the sky where clouds are shaped, given their weather assignments, and dispersed throughout the sky.
